Having trouble with calories

Hi everyone. Lately I've been gaining weight again. I'd lost about 5kg without tracking calories but now that I'm tracking again, I realize how much I was actually eating.

I am 67 kilos, 172cm long. 19F.

Right now I'm trying to eat 1650 calories a day, but I'm having trouble sticking to it. I'm a snacker, but I feel like I don't have enough calories for it.

My usual meals are: Breakfast: avocado toast, around 300 calories according to Lifesum Lunch: hummus on toast with veggies, maybe a banana or some melon I also like to have some coffee with soy milk & caramel syrup (not too much syrup of course) Dinner varies. Sometimes rice with veggies and a vegan schnitzel, sometimes hutspot (a Dutch dish with potatoes and carrot)

This is not the problem, the problem is my snacking. Usually my meals are around 1650 calories in total, but I'm still not satisfied. I tried buying chewing gum and chewing helps a bit but not much. I have mentos, tiny vegan cookies but once I start eating I have trouble stopping.

Is 1650 calories just not enough for me? I haven't been exercising because of PMS symptoms and working every day, which makes my back hurt like hell
