Losing 15 lbs - why is it so darn hard?

I almost feel silly posting abt this when people have bigger goals but this is important to me so I decided to go ahead anyway. What would be a realistic way to lose 15 lbs ? Am a carb lover; so going keto is not an option. I have cut out fried food completely but do include some oil in my daily cooking. Not big into sugar except some unrefined sugar for a daily cup of hot drink. It's mostly carbs that is my problem - I love to eat until I am full and nothing feels as satisfactory as whole grain carbs and sometimes rice with lentils and veggies. I am starting to think I would never lose that last 15 lbs :( been at the weight for almost 4 years now.
