I need advice. I go to the gym and count calories but I haven't seen any change on the scale.

Hi I am a 19F 5’3 SW:150 CW:149 GW:130. I have been a lurker on this thread and have gained so much inspiration. I started gaining weight about a year ago when I started birth control, just 10-15 lbs but it makes a huge difference at my height. I have been going to the gym 4 times a week burning about 400 calories each time and I track my calories everyday on Lose It! I have tried changing up my gym routine and taking different classes but nothing seems to be working. I started eating less carbs and more protein/fiber. I am usually 400-500 calories under my budget for the day. I don’t understand what I am doing wrong. I have been doing this without any mess ups for two months and have had no progress. My guess is that I’m losing the fat but gaining muscle? But even that doesn't make sense because my body doesn't look any different. Any suggestions would really help thank you!!!
