Why are my clothes tighter after losing weight?

I gained 20 pounds and then lost the 20 pounds over the last 4 months and have started the victory feeling of trying on my old clothes again that I wore this time last year. Exact same weight, exact same height. But this time, my clothes don’t fit as well - they feel tighter. My t shirt clings to my body more, my elastic waist shorts are being pulled to the edge of their stretch by my wide hips, and this time last year I could easily tuck in the t shirt and tighten the shorts with the drawstring. Now my face also looks fatter, and my body looks fatter at the same weight. So why now am I fatter at the exact same weight as I was before? Any solutions? Do I need to lose more weight? Or do I need to gain muscle? I’m so annoyed that I’ve worked so hard to lose so much and now I look fatter than before, my clothes don’t fit as nicely, and I’m the exact same weight as when I purchased these clothes originally.
